Set a password all administrators must enter before entering ACP

This mod allows you to set a password that all people with ACP access will
have to enter before being able to log in. This prevents people with
hacked accounts from logging into the ACP. The password is set INSIDE the
file for added protection. View the readme on how to edit it.
